As you know, a desma must have four to be classified as a desma. But a desma may only have up to 40 members before it is classified as a "full desma". None may join a full desma. (quite obvious). After that, the owner of the sevets must create a new desma in which to place their sevets.

Some desmas can be multy-owneral, some are only for certain traits (like a coat color, or in this case, saber teeth) and some only for males/females. Once you create a desma, you must firgure out what the rules are, and if you are accepting new members.
