Does anyone know how I can set Photoshop to make -only- black and white? The dragon images scan in huge, and so I usually have to shrink them to 25% of their original size to make them managable. However, this causes a "fringe" on the outline; some of the outline turns various shades of grey/light white. I'm hoping there is a way to avoid this...
Or a way to scan in outlines smaller, I have an HP All-In-One printer/copier/scanner, so if anyone could help me I would greatly appriciate it!

Generally, if you go up to the menus in Photoshop, there should be something along the lines of Image>Mode>Bitmap. If you flip it to bitmap it may be a bit ugly, but it should be in black and white.
Hrm.. I dunno about the scanner, but if you look around and find something about what resolution it's scanning in, if you drop it to about 100 dpi it should scan in roughly life sized...

Hmm I don't really use photoshop. But I find I get grey patches on my programme if I try to shrink a multi layered picture. Personally I like to scan in at black or white or grey scale at a high dpi and then shrink down.

I believe there a bar where you set the color mode and black and white is one of the options. I'll try to double check when I get home.

well depends on what you are doing with the picture. Best if you scan it at 800dpi as a line art or black and white (NOT GRAY SCALE!) then shrink it down to (I generally divide the size by 10) what ever you want it to be. I do have a tutorial for doing this with pictures I've just never posted it up O.o;;

When scanning with an HP all in one:
File -> Import -> HP blah blah blah TWAIN
Basic -> Resize
Then change the size to whatever you'd like it to be at.
